Blocking AC and providing zero resistance to BC is the property of an inductor which is used in filtering circuit. Energy in the form of magnetic energy is stored when value of DC output from rectifier is greater than that of the average rectifier value. Inductors in DC circuit do nothing they are just a coil of wire. In contrast to in AC circuit it act like a resistor and its resistance changes with frequency. A filter is basically a device allowing passage of DC component into the load and blocking AC component of rectifier output such that the filter component's output is a steady DC voltage.
